Reiterating the Odisha government’s commitment to the strategy of proactive security and sustained holistic development of Left Wing Extremism-affected areas to contain the menace, Chief Minister Naveen Patnaik on Monday urged the Centre to provide full support to his government in this regard.Speaking at the review meeting with Chief Ministers of affected States under the chairmanship of Union Home Minister Amit Shah in New Delhi, Mr. Patnaik said Odisha had been experiencing the scourge of LWE for more than three decades.Security response The well-calibrated security response and targeted developmental and confidence building initiatives of the State government have gradually brought about a very significant improvement in the situation, he added.Mr. Patnaik said that during the year 2018 and till August 15 this year, 26 Maoists were killed in police action, while 85 were arrested and 35 had surrendered. The strength of the Maoist cadres operating in the State had reduced substantially, he claimed.Stating that Odisha had been working in close coordination with the Centre and the neighbouring States to deal with the problem firmly, Mr. Patnaik sought the Centre’s support in early installation of mobile towers at 866 locations in the LWE-affected areas and placement of a dedicated helicopter for the State.Railway connectivity The Chief Minister suggested that railway connectivity projects to Malkangiri and Nabarangpur districts be completed within 36 months. The State government has committed to provide land free of cost for these projects and also bear a substantial portion of the project cost, he added.Mr. Patnaik further said that the banking infrastructure needs to be set up in the unbanked areas. He also requested that the pending ₹227 crore under the security-related expenditure scheme be released early.He also urged the Centre to waive the deployment charge of the Central Armed Police Forces “as ensuring internal security is a constitutional obligation of the Union government”.Mr. Patnaik said that despite extremely hostile security environment, Odisha had successfully commissioned the ambitious Gurupriya bridge to connect the cut-off area of Malkangiri district. The State government has rolled out a special package for the people living in the area in terms of connectivity, health care, electrification and education, and they were gradually integrating with the mainstream socio-economic and democratic activities, he said.
